Lincoln County Economic and Community Development Master Plan
The consultants visited Lincoln County in May where we met with government leaders, business leaders, city staff, and other interested citizens. Some of the comments most often heard are summarized below:
The consultants will be returning to Lincoln County on August 23rd and 24th to present preliminary results of the study and to gather more specific input from the communities regarding economic opportunities, especially in tourism-related industries.

Lincoln County has contracted with Zions Bank Public Finance - Municipal Consulting Group and Landmark Design to develop an Economic and Community Development Master Plan. The plan will encompass the cities/towns of Afton, Alpine, Cokeville, Diamondville, Kemmerer, Labarge, Opal, Thayne, and Star Valley Ranch and Lincoln County as a whole. Residents, local officials, and stakeholders will be a critical component of the visioning process, participating in a public scoping workshop and a as part of the Steering Committee.
The planning team will review existing plans that have been prepared, inventory existing resources, and compile and update pertinent data to provide background information for the planning process. The Economic and Community Development Plan will analyze demographics, revenue, the office/industrial market, the retail market, housing, and tourism, and will evaluate challenges and opportunities for creating vibrant, walkable downtowns. A key element to the plan will be the Strategic Implementation Guide, which will identify and prioritize the next steps to take, along with time frames and costs.
The planning team will also assist the County with developing an organizational structure for a countywide Economic Development Organization, which will be charged with maintaining and updating files, writing grants to obtain funding for infrastructure improvements, developing existing businesses, recruiting new businesses, and with marketing and developing tourism.
