Landmark Design headed the team that recently completed the Highland City General Plan Update (2008). The plan addresses land use, transportation, community design, environmental conditions, moderate income housing, economics, and parks and recreation for a "bedroom community" rapidly-approaching build-out Both Wikstrom Economic and Planning Consultants and InterPlan Company were sub-consultants on the project.

The Plan builds upon a low-density form established more than 30 years ago, while providing concentrated areas for meeting higher-density housing goals and commercial development necessary for a more balanced community structure. The planning process included an extensive series of meetings with a Plan Review Committee, neighborhood workshops, and presentations before the Planning Commission and City Council.
