The Twin Falls Comprehensive Plan is the primary tool for defining the community vision of the city, and providing corresponding policy guidance as growth and development decisions take place.

The existing Comprehensive Plan was adopted nearly 15 years ago, and since that time the city has experienced significant growth and change. As a result, there is a pressing need to update the plan to ensure that future decisions reflect current needs and desires.

Issues of concern which have emerged in recent years revolve around how to deal with unprecedented growth in a manner that continues to make Twin Falls as a great place to live. New annexation and commercial growth directions are of particular concern, particularly when considering historic land use direction and growth patterns. Other important issues concern the desire to provide access to open space and recreation uses; dealing with growth in an economical and sustainable manner; and ensuring that City neighborhoods and commercial areas are pleasant and attractive places. Specific areas to be addressed include Population and Growth; School Facilities; Economic Development; Land Use; Natural Resources and Hazardous Areas; Public Services and Utilities; Recreation, Parks, Trails, and Open Spaces; Cultural and Historic Resources; Housing; and Community Design. Transportation issues, while a critical part of the overall planning vision, is being addressed as part of a separate study, which will be incorporated into the Updated Plan.

It is expected that the final results of the planning process will be an Updated General Plan that speaks to the unique qualities of Twin Falls.
