ABOUT PROJECT
Thank You for Attending our Public Open House!  In case you missed us, you can also view the draft of the Plan here on this website, or watch the video below to hear an overview of the plan as presented to the Planning Commission. Click the links at the right to view a brief Executive Summary or the Plan in full.  We welcome your comments and hope you find the new vision for Roy as exciting as we do.  Please send questions or comments about the plan to roygeneral@ldi-ut.com.
Since Roy last updated its general plan in 2002, the City has met some of its previous goals and identified new opportunities for growth.  Recently, the city developed a vision and action plan (FOCUS Roy) that established goals for development in two focus areas, Downtown Roy and the new Frontrunner Station Area. As Roy enters an exciting new chapter in its growth, the City's General Plan needs an update with goals that synergize with the vision of FOCUS Roy and the values of the City's residents. In addition to re-establishing the overarching vision for the City, the General Plan Update will specifically focus on four key areas:
  • Addressing issues surrounding the implementation of FOCUS Roy goals within Downtown and the FrontRunner Station area
  • Evaluating the City's transportation network for safety and efficiency for all user groups and transportation modes
  • Creating opportunities for encouraging mixed-use development, affordable housing options, and office/commercial development
  • Reviewing economic development goals to encourage business investment and redevelopment

Concurrently with the General Plan Update, Roy is also creating a form based code for the Downtown and FrontRunner Station Areas, as recommended in the FOCUS Roy Plan. The form based code will replace the existing zoning regulations in the Downtown and FrontRunner areas with a new code that promotes the walkability and development vision as established in FOCUS Roy. A form-based code is defined as a land development regulation that fosters predictable built results and a high-quality public realm (streets and open spaces) by using physical form, rather than separation of uses, as the organizing principle for the code.

PROJECT NEWS
December 1, 2021: Following comments from the two public open houses held during the summer and further review from City staff, revisions have been made to the Draft General Plan. The most current version is available for viewing at the link on the right of this page. The Draft Plan will be considered for adoption in the new year.
August 24, 2021: A second in-person Public Open House was held at Bridge Academy. Those attending were presented with a summary of the plan and given the opportunity to ask questions and provide comments.
July 27, 2021: Following a holding period during the pandemic, an in-person public open house was held at the Roy Municipal Building. Those attending were presented with a summary of the plan and given the opportunity to ask questions and provide comments.
August 18, 2020: A draft of the General Plan is now available for public viewing, as well as an executive summary for briefing.  See the documents section at the right of the page. The public is invited to review and provide comments via the project email address at ​roygeneral@ldi-ut.com
May 26,2020: The Draft of the General Plan is now finished!  The planning team presented the draft plan to the Planning Commission tonight.  Once their feedback is incorporated, the plan will be ready to move forward for adoption.
August 5, 2019: Approximately 50 people stopped by the Roy Days booth last Thursday and Friday evening.  Only one comment was received in writing, which has been posted on the website.  Please take the time to leave your comments on the general plan in the comments section on this page.  Your feedback is important as we shape the general plan in the weeks ahead.
August 1, 2019: Roy Days!  Come check out our booth at West Park on Thursday Aug. 1 and Friday Aug. 2 from 5-9pm.  You can see some of the progress made on the general plan and ask questions/comments.  Look forward to seeing you at the park!
June 20, 2019: Public scoping and analysis have been completed at this point.  We have developed a future land use concept to move forward in developing a draft of the general plan.  The concept is available for viewing in the Documents section of this page.
March 29, 2019: A visual preference survey was conducted online and we had 285 respondents.  Residents' ratings and comments were aimed at a greener, cleaner, more modern version of Roy.  You can read the full report of the survey results in the Documents section on this page.
January 23, 2019: A Plan Advisory Committee Meeting will be held on Wednesday, January 23rd from 5:00-7:00pm at the Roy City Offices. Committee members will discuss their vision for the future of Roy as well as specific land use issues and concerns with the Landmark Design team. The meeting is open to the public.
