ABOUT PROJECT
Landmark Design is excited to partner with San Juan County residents and officials in the development of a clear and concise vision for the future of the San Juan County portion of the Spanish Valley. This project will focus on areas impacted by upcoming water and sewer infrastructure improvements and future development of private and state owned lands by considering land use, open space, economic development, transportation, and affordable housing in the southern part of the Spanish Valley.

PROJECT NEWS
November 18, 2019: The Planning Commission has forwarded zoning ordinances with changes to the County Commission Planning Commission for their consideration during the regularly-scheduled County Commission Meeting in Monticello on Tuesday, November 19, 2019. The revised ordinances can be viewed here. In addition to the changes proposed in the November 14, 2019 draft, the following additional changes are recommended:
Text Changes
Spanish Valley Residential (SVR) District 
The PC recommends the SVR as presented in the Nov. 14 revision.

Spanish Valley Planned Community (PC) District
The Planning Commission recommends the version presented in the Nov. 14 revision with the removal of the word "proposed" in section (F).

Spanish Valley Residential Flex Planned Community (RF) District
The Planning Commission recommends the version presented in the Nov. 14 revision after striking paragraph 3 on pages 26-27.

Spanish Valley Business Flex Planned Community (BF) District
The Planning Commission recommends the version presented in the Nov. 14 revision.

Spanish Valley Highway Flex Planned Community (HF) District
The Planning Commission recommends the version presented in the Nov. 14 revision after striking paragraph 3 on page 30.

Spanish Valley Highway Commercial (HC) District
The Planning Commission recommends the version presented in the Nov. 14 revision with the following modifications:
  • Make hotels, motels, commercial condos, B&Bs, lodges, resorts, commercial campgrounds, and all other variations of overnight accommodations intended for nightly rentals under 40,000 square feet or 10 acres permitted uses, and those that exceed those sizes as conditional uses.
  • Make drive-ins and drive-throughs permitted uses.
  •  Place a period after the sentence "Truck stops shall be considered as conditional uses." and strike the rest of the language after that in bullet point four.
Spanish Valley Water Efficient Landscape Requirements.
The Planning Commission recommends the version presented in the Nov. 14 revision.

Spanish Valley Outdoor Lighting and Sign Illumination Requirements.
The Planning Commission recommends the version presented in the Nov. 14 revision.

Spanish Valley Sign and Display Requirements.
The Planning Commission does not recommend the SVSDR as presented in the Nov. 14 revision. The PC feels this ordinance is redundant and that adequate protections are in place under the SVOLSIR ordinance.

Spanish Valley Overnight Accommodations Overlay District Requirements
The Planning Commission does not recommend the SVOAODR as presented in the Nov. 14 revision. The PC feels that recommending such an ordinance is overstepping its charge as a planning commission and that the ordinance is too restrictive. The Planning Commission especially dislikes the restrictive design standards, open space requirements, etc. As such, the Planning Commission wants all references to proposed ordinance 4.10 removed from all sections of the ordinance.

Map Changes
The PC recommends Map 2 with the following modifications:
  • That the current 1000' highway commercial district boundary control both sides of US-191 from the SITLA property north to the county line. This means that the properties in Sunny Acres and Terra Dr. subdivisions that are located within the 1000' boundary be included in the HC district.
  • That the private properties located in the northeast corner of the PC district be designated in the SVR district to avoid those property owners from having to conform to the PC to develop.
  • That the properties owned by LeGrand Johnson and SITLA that serve as sand and gravel deposits and operations remain in standard SJC A1 zoning so as not to conflict with Utah Code 17-41-402(6).
November 14, 2019: Draft ordinance revisions provided by the Planning Commission have been submitted to San Juan County for consideration at the Planning Commission Meeting scheduled this evening. The revised ordinances can be viewed here. Please note text deletions are indicated with red strikethrough, and additions are indicated in blue. The following are the key suggested changes:
  • Delete all text indicating that only one truck stop is permitted along Highway 191 along the San Juan County portion of the Spanish Valley.
  • Delete all text requiring existing outdoor lighting to meet the outdoor lighting and sign illumination requirements.
  • Delete all text requiring San Juan County staff to conduct lighting inspections.
  • Delete all text requiring a 50' no-build buffer around Pack Creek. 
The revised ordinances include three versions of the accompanying zoning map:
  • Spanish Valley Proposed Zoning - as Originally Proposed by Landmark Design
  • Spanish Valley Proposed Zoning - Planning Commission Revisions
  • Spanish Valley Proposed Zoning - Landmark Changes to Planning Commission Revisions (to help ensure transitions between commercial and residential uses)
September 13, 2019: Draft ordinances have been submitted to San Juan County for review. The ordinances can be viewed here. The next step in the process commences with a public hearing before the Planning Commission. The final date has not yet been finalized, although it is likely to be either October 3rd or 17th. San Juan County will set the date and provide notice soon.

August 20, 2019: Notes and comments received in response to the Public Workshop on August 5, 2019 can be found here. A summary and analysis outlining key topics and concerns will be available next week. Draft ordinances will be ready mid-September.
August 6, 2019: A Public Workshop was held on the evening of August 5, 2019 at the Grand Center. Three land use concepts for commercial development along both sides of US-191 in the San Juan County portion of the Spanish Valley were presented to members of the public and feedback was taken. A copy of the boards presented at the workshop can be found here, and a copy of the presentation can be found here. Detailed notes from the meeting will also be posted in the coming days.
July 15, 2019: A Public Workshop will be held on August 5, 2019 from 6:00-8:00pm at the Grand Center (182 North 500 West, Moab, UT). Please join us to review concepts and ideas for zoning adjustments related to commercial development along both sides of US-191 in the San Juan County portion of the Spanish Valley.
July 9, 2019: An "Analysis of Focus Group Meeting Notes and Comments" related to the current moratorium on highway development along US-191 in the San Juan County portion of the Spanish Valley has been posted in the Documents section of this web page. This public input was gathered through direct meetings with a focus group and individuals, and comments received by email and mail.  
Landmark Design is currently working on zoning concepts to address the requirements of the moratorium, which will be presented during a public workshop in early August. A tentative date for the workshop of August 5th, 2019 has been set, pending finalization of the venue and specific time. The community will be notified of the final date, time and venue in the near future, and public notice will also be made according to the requirements of San Juan County. 
June 25, 2019: San Juan County recently adopted a 180-day moratorium that temporarily prohibits the approval of commercial development along US-191 where it passes through the Spanish Valley. Landmark Design has been contracted by the County to assist with the following tasks in order to meet the mandatory six-month deadline of the moratorium. These include:
  • Public engagement and community visioning
  • Review and analysis of existing plans, policies and ordinances
  • Development of ordinance alternatives
  • Development of preferred policies and ordinances 
  • Consultation and revision through the adoption process
April 5, 2019: In response to requests made during the San Juan County Planning Commission Public Hearing on April 3, 2019, a copy of the most recent Draft San Juan County Spanish Valley Dark Sky Ordinance is available for download and review here. In addition, a copy of the presentation made during the same public hearing is available for download and review here.
April 17, 2018: Following a public hearing held during their regularly-scheduled meeting on April 17, 2018, the San Juan County Commission adopted the San Juan County Spanish Valley Area Plan (February 12, 2018 draft). A copy of the plan is available for review at the link to the right. 
​March 22, 2018: A public hearing to consider the San Juan County Spanish Valley Area Plan (February 12, 2018 draft) was held by the San Juan County Planning Commission on March 22, 2018. The plan was recommended for adoption to the San Juan County Commission, which will consider it during their regularly-scheduled meeting on April 17, 2018. ​
February 13, 2018: A summary of comments received on the Draft Plan (presented at the Draft Plan Open House on February 13, 2018) are now available. Check them out under the Public Meetings tab, at right/below. ​
February 12, 2018: A PDF copy of the draft San Juan County Spanish Valley Area Plan (February 12, 2018 draft) is available for download and reviewed under the documents header below on this webpage. Copies of the Land Use and Phasing plans are also available as separate downloads. We look forward to seeing you at our Draft Plan Open House this evening. Doors open at 6:00 p.m. with a short presentation starting at 6:15 p.m. outlining the key points of the plan. Please join us in the Meeting Room  of the Grand Water & Sewer Service Agency (see flyer below for address). We look forward to discussing the draft plan, and to receiving input and comments this evening or anytime during the next two weeks. 
February 10, 2018: A Draft Plan Open House will be held on Tuesday,  February 13, 2018 at 6:00 p.m. with a presentation starting at 6:15 p.m. Please join us at the Meeting Room of the Grand Water & Sewer Service Agency. Digital copies of the Draft Plan and presentation will be available on this webpage the same day. We look forward to receiving your input and comments as the plan moves forward.
November 7 and 8, 2017: Public Workshops presenting plan alternatives were held on November 7 and 8, 2017 in the​ ​Meeting Room at Grand Water & Sewer Service Agency. A copy of these preliminary concepts can be found here. The presentation made to the public can be found here.​​
September 20, 2017: Public Scoping Meetings were held on September 20, 2017 at the Grand Water & Sewer Service Agency to gather public input on issues and ideas about the future of the southern portion of Spanish Valley. Notes from these meetings are available here.
September 18-20, 2017: Resident, Landowner, and Stakeholder Interviews were conducted with San Juan County residents in Spanish Valley at various times from September 18-20, 2017 to learn more about resident backgrounds, current needs and concerns, and their vision for the future of the valley. Notes can be found here.
September 19, 2017: A Briefing to the San Juan County Commission was held on September 19, 2017 at ​9 a.m. at the Hideout Community Center in Monticello to introduce the project team, explain the planning process to be used for the Spanish Valley Area Plan, and you address questions and concerns from the commissioners and county staff.
