ABOUT PROJECT
Payson City is a special community known for its family friendly neighborhoods, lively commercial centers and the preservation of its pioneer heritage. These unique qualities coupled with unprecedented growth along the Wasatch Front have greatly increased demand for development in the city and surrounding region. Growth presents both new opportunities and new challenges for Payson. The Spring Creek area holds enormous potential, as evidenced by the interest that developers are showing in the area. It is critical that the area develops in a cohesive way that will benefit the community for decades to come. There is the opportunity to introduce executive housing, large lot zoning, expanded animal rights, equestrian uses, multi-use trails and linkages to the core of the city and needed services. This planning effort will evaluate the feasibility of these uses, gather feedback from the local community and seek to align the final Area Specific Plan with the vision and goals of the General Plan. The resulting Spring Creek Area Specific Plan will also include preferred directions for Land Use and Transportation, a detailed Utilities and Infrastructure Analysis and goals and best practices for Implementation.

PUBLIC PARTICIPATION

if you missed the Information & Public Workshop Meeting on Thursday, August 4th we invite you to review the boards presented and to submit your feedback below. The planning process for the area began in 2021 with the analysis of existing and future land use, infrastructure/utilities, transportation and economic/market needs. This was followed with discussions with a Steering Committee composed of city leaders, neighborhood representatives and two public meetings. Since a consensus was not determined at the end of that process, staff has been working with an expanded Steering Committee to determine a preferred future vision and plan for the area since the beginning of the year. 

In order to ensure the future Spring Creek Area develops as envisioned, a different kind of strategy is required which is financially sustainable while complementing community needs and visions. The area holds enormous potential as a location for executive housing, of which there is presently limited availability in the city. Larger lot zoning, small single-family neighborhoods, incorporation of multi-use trails, provision of open space and linking to the city core to the east and recreational uses to the west are some of the key ideas envisioned in the preferred land use plan.   

​The purpose of the workshop was to review, discuss and provide input and feedback on the Spring Creek Preferred Land Use Plan. Once public input is analyzed, a final plan will be prepared that includes detailed transportation, utility and infrastructure analysis, and establishes goals and best practices for implementation.

PROJECT NEWS
August 4, 2022: A public information meeting was held on Thursday, August 4th from 7:00 PM to 8:30 PM in the Payson City Council Chambers. The purpose of this meeting is to present the current direction of the planning efforts and to better understand the community’s vision for the Spring Creek area and to gather feedback on revised future land use concepts. The boards presented at this meeting are available online and open for comments until September 1, 2022
June 29, 2022: The Steering Committee met to review the concept developed by the planning team, Landmark Design. Representatives from Hansen, Allen and Luce (Utilities/Infrastructure), Parametrix (Transportation) and Zions Public Finance, Inc. (Economic Development/Feasibility) also gave a preliminary analysis of the concept. Following a comment period for committee members to provide their feedback. The planning team will take the notes from the steering committee to refine the concept. The refined concept will be presented at a Public Information Meeting where members of public will have the opportunity to give their feedback before a preferred direction is set.
May 5, 2022:​ The planning team worked with city planners on reworking the land use plan from previous efforts. Concepts based on the past comments were explored for feasibility.
